Adan’s first encounter with Blue Economy’s topics resulted in the exploration of factors behind fishermen's participation in PACE-Vaquita during its first year of operation. PACE-Vaquita is the program launched to protect Vaquita marina —the world's most endangered cetacean species, inhabiting Northern Gulf of California in Mexico.

This paper analyzes the economic and conservation importance of the diving industry in Mexico. We created a comprehensive database of diving sites and operators nationwide, and conducted surveys to collect data on revenue, operational costs, and tourism trends. We found that the Mexican diving industry generates gross revenues comparable to those of the artisanal and industrial fisheries. The study highlights the importance of small-scale diving models in promoting both economic growth and the preservation of marine biodiversity, while advocating for diving operators' involvement in conservation decision-making processes.
